Since the “Boston Harbor” U.S. Supreme Court decision in 1993 that upheld the right of a government entity as a “market participant” to require contractors to sign a Project Labor Agreement as a condition of work, rumors have circulated about a “Fair” Project Labor Agreement implemented for the construction of Denver International Airport in the early 1990s.
